In October of 2022, a letter was sent to the Commission by the Supreme Court of Texas, requesting that the Commission examine existing rules and propose modifications to allow qualified non-attorney paraprofessionals to provide limited legal services and enable non-attorneys to have economic interests in legal service entities. The Commission formed the Access to Legal Services Working Group, which conducted an in-depth evaluation of the issues and, in December of 2023, submitted a comprehensive report to the Supreme Court with recommendations aimed at enhancing access to legal services for low-income Texans.
